GoldenEye Hires Sounds

This is a patch to replace many of the stock sounds with higher quality versions of said sounds (22050 hz).

Most of the sounds you hear all the time have been replaced, it might be jarring to hear how much a difference it makes at first.
Known issues:

-Looping SFX points aren't 100% accurate to the originals.

-Sound effects might get cutoff more often due to the higher amount of large hz sounds playing.
